An Economic and Social Council with the advisory role, composed of the economic and socio-professional representatives, is assistant of this first grinding of the Area.


First laws of decentralizations in 1982. The Area becomes a public corporation whose president represents the executive. They can create services and recruit of the personnel.


The State transfers to the Area part of its competences in 1983. The Area will be organizing social economic development and, town and country planning and professional training.


In 1984, the first plan contract State-Area is signed for five years. It defines the common objectives of development and indicates financial means the necessary ones to their implementation.


The Area becomes local government agency with whole share in 1986. The regional advisers are elected by the vote for all for six years in each department, they are re-eligible. Their number is fixed according to the importance of the population.


The Constitution is modified in 2003 to register decentralization like mode of organization of the Republic.
